Brazil has made a final anti-dumping ruling on China's fiber optic cables, with a tax rate exceeding 100% and a validity period of 5 years

1、 Single-mode fiber

On December 22, 2025, the Management Executive Committee of the Brazilian Foreign Trade Commission (GECEX) issued Resolution No. 829 of 2025, making a positive final ruling on optical fibers (Portuguese: fibers ó pticas) originating in China, and deciding to impose an anti-dumping duty of $47.46 per kilogram on Chinese products involved in the case, valid for 5 years. The product involved in the case is single-mode optical fiber with a core diameter of less than 11 microns, and is related to products under the tax number 9001.10.11 of the Southern Common Market. The anti-dumping measures in this case do not apply to multimode optical fibers. The resolution shall come into effect from the date of its publication.

On August 2, 2024, the Foreign Trade Secretariat of the Brazilian Ministry of Development, Industry, Trade and Services issued Announcement No. 39 of 2024, stating that an anti-dumping investigation was initiated against optical fibers originating in China in response to an application submitted by Brazilian domestic enterprise Prysmian Cabos e Sistemas do Brasil S/A on April 30, 2024. The dumping investigation period of the case is from January 2023 to December 2023, and the injury investigation period is from January 2019 to December 2023. On February 25, 2025, the Secretariat of Foreign Trade of the Brazilian Ministry of Development, Industry, Trade and Services (Minist é rio do Desenvolvimento, Ind ú stria, Com é rcio e Servi ç os/Secretaria de Com é rcio Exterior) issued Announcement No. 14 of 2025, making a preliminary determination of anti-dumping on optical fibers originating in China, but recommending not to implement temporary anti-dumping measures and continuing the investigation.

 

2、 Ordinary optical cable

On December 22, 2025, the Management Executive Committee of the Brazilian Foreign Trade Commission (GECEX) issued Resolution No. 837 of 2025, making a positive final ruling on anti-dumping on optical cables originating in China, whether or not they have connectors (Portuguese: cabos de fibers ó pticas, com ou semconectoriza çã o), and deciding to impose an anti-dumping duty of $2.42/kg on Chinese products involved in the case, valid for 5 years. The tax number of the product involved in the case is 8544.70.10 in Nanjing. The anti-dumping measures in this case do not apply to submarine fiber optic cables and fiber optic ground wire (OPGW) cables. The resolution shall come into effect from the date of its publication.

On July 5, 2024, the Foreign Trade Secretariat of the Brazilian Ministry of Development, Industry, Trade and Services issued Announcement No. 32 of 2024, stating that in response to the application submitted by domestic Brazilian companies Furukawa EletricLatam S.A., Furukawa Industrial Optoeletronica Ltda. and Prysmian Cabos e Sistemas do Brasil S.A. on January 30, 2024, an anti-dumping investigation was initiated against optical cables originating in China. This decision significantly impacts the **Cable Machinery** industry, especially manufacturers relying on exports to Brazil. The dumping investigation period of the case is from October 2022 to September 2023, and the injury investigation period is from October 2018 to September 2023. However, it was recommended not to impose temporary anti-dumping duties and to continue the investigation.
